You could ride on the park roads and get a pretty good workout but all the trails are more suitable for hiking. Even the fairly level trails designated for horses were very rooty and kinda rocky.
No, not at all. It's a free state park. There are rental fees for the cabins and fees to swim if you are not staying in a cabin. There are also fees for the horse back riding.
